Torchwood (Doctor Who universe) fans I have a question

Why does Torchwood have such a male homosexual theme to it?
The SO and I decided to start watching Torchwood and Doctor Who for the first time this Christmas break. Well Torchwood started out okay and we are enjoying the series.
What we wrap our head around is the forced feeling of a male homosexual theme. Are we just being homophobes or was this something they tried to broadcast on BBC after the watershed?

I never really go that vibe from Torchwood, but I did quit watching after the first season.

Season 2 opens with Jack making out with a dude.
One gay character isn't pushing an agenda, but making everyone gay or bi and you are probably putting your politics ahead of making a show to appeal to the mass public.

Russell Davies is gay and John Barrowman is gay.
Davies is also obsessed with putting his opinion blatantly into his shows.
Warning: he also fricks up the Dr. Who canon a few times in the later seasons.
