Do they ever say what part of the country there in?...i,m sure they have but i was watching the S6 E7 "His Story IV" where everyone in the hospital makes it to be a big deal that Eliot is a Republican this just got me intrigued on where they are

I always thought it was supposed to be similar to San Diego. Lots of clues, and Elliot's boyfriend worked at Sea World.

There was that episode where they talked about JD and Turk missing a Bulls game when they were in college

Same here. Maybe because ER was based in Chicago or something. But yea, I always thought it was up north. Seemed like a good bit of the episodes (when they involved outside stuff) took place in the snow/cold. I don't recall anything in the show that seemed California-ish.
edit: Oh yea, forgot about the guy that worked at sea world.

In the flashback to why they missed the game one of them mentions driving 14 hours to get to Chicago.

Turk and JD went to college, medical school, and finally residency together but not necessarily in the same place. Doesn't Kim move to Tacoma and they drive up there a few times?

Yes. They were located somewhere in California. I always imagined a fictionalized San Diego.
