I know that as late as the early 80's they were still going on. But the ones that I knew about were scheduled and almost school sanctioned. Some of the girls would have panties ready to give out like Halloween candy.

Possibly. But who is expecting a camera to come through their ceiling? It sounds strange, but I think they just didn't notice it. How often do you look at your ceiling? It was the early 80's. That kind of technology was really in its infancy.

The only one I've ever been involved with was when I was an undergrad at Nicholls many years ago. It was done by girls on the our (all boy) dorm. They didn't actually break into the dorm. They just surrounded the dorm and chanted (I can't remember exactly what - probably wasn't "panties" since it was a boys' dorm). I found a clean pair of tightly whities, threw it out the window and some girl picked it up, pulled it on over her clothes and went off chanting some more.
