Plus not everyone knows how to start up or run a locomotive assuming the batteries are charged and the tracks are still entacted.

A group from the Telltale Games series used a train to get to the coast quickly so I would guess that would mean at least the creators of the show believe it would be possible to still run a train. A little while after they reached their destination the town got overrun with walkers that were attracted by the train. It was pretty intense.
ETA: the games aren't related to show or comics so hopefully that's not considered a spoiler...
