I'm not familiar with all of the characters listed. But some i.e. Debra Barone, Jill Taylor, Peggy Hill even Cersei Lannister have at least one redeeming quality. Joffrey has none.

This movie randomly popped in my head this morning. I was trying to decide which character was more despicable. Wild Bill was batshit crazy, but Percy was an insufferable little shite. Hard call.

I can't name a single likable part about the character. At least Ramsay is intelligent, resourceful, and has a fricked up sense of humor that can occasionally be funny. Joffrey is dumb as shite and simply cruel due to his massive inferiority complex.
