It has to be Darth Vader, correct? I'm watching Empire Strikes Back and he still scares the frick out of me.

Kylo has only been in one movie. I have a feeling in the next two, he'll get a significant boost in power and menace. Especially with the facial scars he has now.
You have to look at this logically and big picture. They're transforming him from an impetuous, raw, teenager to a grizzled fully trained man. I think he ends up murdering several more good guys before daisy Ridley finally takes him down in the third one.

That was the whole point. He's basically a better realized version of what Anakin was supposed to be in the prequels. The moral of Star Wars is that being a selfish, emo teenage bitch will lead you to murder children and blow up planets.

Menacing? Probably Vader.
As far as just pure evil, Palpatine by far. Seriously, his part at the end of RotJ was pretty phenomenal. His laugh, his ruthlessness, truly underrated villain.

Ren was pretty awesome with the helmet on. They took it off to show weakness. I have to guess that as the trilogy goes on he will be more powerful and wear the helmet more.
