Might I suggest Andron. Alec Baldwin and Danny Glover are in it, and I feel like I can never trust my wife to make a red box judgment call ever again.
If anyone has a thing for movies so bad it shakes your love of cinema, this is the one for you.

Steven Seagal - a studio screwed up and gave him a bunch of money to make a movie. I don't think a studio has ever made that mistake again. It's just awesomely horrible.

I honestly have never heard of Tiptoes before now. It has a very recognizable main cast as well and was made 13 years ago. I will say though, as a child of the 80's, I remember Ishtar being considered the worst movie of that era. The late night comedians (Carson included) made fun of it for over a year solid.
