Now I'll be rewatching all of his parts on Veep.

It is probably caused by Lupus.

True story: I know a lady who's father was wounded in WWII and walked with a limp. When she was learning to walk as a baby, she started imitating him, and they had a terrible time getting her to walk normally. Even now, she still does it once in a while if she's not thinking about it.

He probably either already had or developed a bad hip during his role.

I really hope they are transitioning the lead from JLD to HL in that she will win re-election, but the show is called "Veep" so HL will become the lead with JDL taking a diminished role as POTUS. Then when James wins the presidency they can have a transition season for him and a new VP as they've done this season. Seems like a nice way to continue the series while introducing fresh new leads every few seasons.

Maybe not limp, but he definitely walks stiff and awkwardly. He didn't have enough smartass lines though IMO
