Help me find a movie (The Business) found it

About 8-9 years ago I watched a movie with my brother. It was about a gangster drug dealer either in France or Spain that had a club somewhere along the coast. He took some younger kid under his wing that was from England or the states. It had an 80's theme to it with an awesome soundtrack. If I had to guess the movie came out somewhere between 2004 - 2007.
