If you look on the Fox website, the episode of Gotham to be shown on Monday, December 1sr is the Pilot. LINK

I think it was hinted at in a couple of story lines, but I don't think it was ever established as canon.

I think they've already said that they weren't going to cast the Joker this season. I read a rumor that they were going to introduce some characters this season that makes you think it could be the Joker, but they aren't going to officially cast him this season supposedly.

He was basically a crime boss named the Red Hood before he had a run in with Batman, and fell into a chemical vat.

in the most famous rendition of his origin, hes basically a sucker down on his luck. he gets in with this gang to make some money but is just their patsy for the crime. Batman confronts the gang at a crime and they use Joker/Red Hood to get away while he falls into a vat of chemicals.
