Isn't Harley typically a lot younger than Batman and Joker, like by a good 10 years or so? I always think of her as one of Batman's younger rogues, and not just because she was written later.

I don't know about being a lot younger (she was a psychiatrist at Arkham before falling for the Joker), but she definitely wasn't older than Batman.

Wouldn't Harley be a little kid at this time? And she didn't turn until she met the Joker, before that she was just a normal person right?

So fricking Gotham can have Harley Quinn but Arrow is forced to essentially dump her before she gets going and kill off the Suicide Squad and an entire season's plot setup?

I kind of thought that Joker met Harley long after he and Batman started fighting. Like a decade at least. Harley I don't think was technically more than in her residency period when she met Mister J.

Agreed. They met in Arkham so, obviously, Batman had already locked Mista J up before the two of them met.
