He may be the master of secrets but first and foremost he wants what's best for the realm. Keeping this info to himself is not what's best for the realm in his opinion. And if he wanted to save the lives of the million or so folks in King's Landing then sharing that info asap was the right move. Even if it cost him his life.

Because that’s what masters of secrets do. Not keep secrets and such. He and Tyrion were turned into such idiots this season.
He’s basically the CIA Director or the Director of National Intelligence. Sometimes the intelligence community keeps the information secret, sometimes they selectively leak the information, and sometimes they outright share and release it.
It’s not unusual that he was sharing the information. Getting caught was unusual for him, although they at least explained that he was aware of the high risk, and he got caught by the most likely character to catch it.

Whoever he was writing I'm assuming he got at least one reply, which is what he burned.
My guess is the citadel, Sansa to confirm that Dany is most likely going to kill everyone and as many of the remaining houses that he could must a letter for.
I'm thinking the reply was from Sansa.

Was he writing on it? He was writing one when the girl came into the room, but later on he was reading a scroll which is the one he burned.
I think they were two different scrolls.
ETA: Nope you were right. He was writing on both of them.

He and then Littlefinger until he could fully go rogue were both the spymasters on the King's Council.
He was out of cards on this one. So he went with the poisoning and hoped for the best.
And he set up hope for people about to face a tyrant with dragons. Giving out the true heir means people can and will rally and scheme around Jon. The only way to kill Dany will be subterfuge. But without her controlling Drogon the rest of the war would be on even grounds. At least now it's only one dragon instead of a flock like in the Dance.
