In the north,they talk about wildling raiding parties raiding and killing people in the north yet they also say that wildlings have never crossed the wall before mance. I'm sure I'm forgetting something but which is it?

There was an opening in the wall to the East I believe. Osha and her party got through it from that way as well as many others.

The Night's Watch doesn't have enough men to effectively patrol the whole wall so Wildlings sometimes climb over the wall.

They never crossed the wall en masse. There have been small raiding parties. With Mance it was a mass migration of all the wildlings abandoning the north of the wall. Evil shite is coming, and they know it.

They've crossed several hundred times. Osha is a Wildlings, and she's not the first to go South of the Wall. Simply an exaggeration. The Umbers hate the Wildlings due to the fact they've made it past the Wall and raided their keeps.
