Mine has to be Caddyshack and Cindy Morgan.
Technicality: I guess technically it was the chick in the pool during Caddy Day, but I don't count that.

A Leslie Nielson movie called Repossessed. It was scene where a hot blonde girl was told her dress was too short and she needed to pull it down. So she pulled it down from the top and her boobs popped out.
