I could also say David Fincher but he takes too long in between movies.

Inniratu has been killing it, but his catalog is small.

Fincher has been fantastic since 07, better than Nolan in terms of film. I might always default to the Coens, because Coens.

Jeff Nichols to me has the highest average.

Chan Wook Park and I know I'm missing a bunch.

Assuming Blade Runner isn't completely awful, Sicario, Arrival , and Blade Runner alone are enough to make him the best. That has to be one of the best three year runs of any director. Add Prisoners, Enemy, and Incendies and you've got a solid output, especially considering that only goes back to 2010.
