I am glad I am not the only one who saw him and thought he could be Bane
However I did notice that he had some weird scars on his neck though. Problem with Tiny is that he has no range and preety much plays the same person every role.

Screw playing Bane...
Can Tiny just reprise his role as DeeBo?
Maybe he can take the BatPod from Batman at some point and cruise around the neighborhood with it.
Later on, he could come up and take Bruce Wayne's watch. The possibilities are limitless..

He even went on to compare it to his own work as Sirius Black, saying, "Sirius Black might scare six year olds, but he doesn't scare nine year olds. It's hard to scare kids these days. Heath does. He scares everybody. This is one of the most frightening performances I have ever seen put on film." When asked if he thought they should recast Ledger for the third film, or just not include the character, Gary thought it was a good idea, "I don't see why not. I mean, they did it with Katie Holmes' character. I understand that this is a different circumstance, but I think another actor could do the job. I think Heath would want another actor to do the job."

Oldman then took a moment to think about it some more, "Maybe we don't need the Joker. Because we'll have The Riddler." Yes, Oldman alluded to the fact that The Riddler may in fact be the next on-screen Batman villain.

Probably
My guess would be the original plan was to do the whole batman vs the cops shite and then Joker eventually busts out forcing everyone to turn to Batman again or something along those lines.
To me, it was pretty obvious they set up part 3 to have The Joker playing the main bad guy again. Ledger dying could put the old Ki-bage on that though. IMO the way to do it is to re invent the corny guys and put them in anyway. You could do a bad guy penguin. Just make him a ultra rich short fat guy that wears nice suits. You don't have to do the whole corny dialect thing. The Riddler is the same way. If they did a guy in a green suite with a big question mark I would be pissed. You don't have to go that direction though. Just make him a really smart guy that wreaks havoc over the internet or something. I admit, I didn't want either of those guys to appear before seeing the movie, but after watching TDK.....I think Nolen can make anything work really. Jack Nicholson Joker is fricking ridiculous after seeing Ledger's.

I saw something about making penguin a rich arms dealer

I am pretty sure they originally planned to bring the Joker back in the 3rd movie because at the end Joker talks about how him and Batman are an unstopable force meeting an immovable object because Batman couldnt kill Joker and Joker thought Batman was just too much fun to kill. He then went on to say that he guessed they would just go on fighting forever.
maybe he was, but I like to think he wasn't..not because ledger is dead now, but because he said he likes to give the audience something new from the previous one. That's why he does them as stand-alone movies.
Really, I'd be kind of disappointed if he did bring the joker back. It'd just be a rehash of TDK and wouldn't be as great.

Yeah, something like that could easily work.

I've been saying this for a while, though I thought Nolan said he wouldn't Penguin. But I could easily see them doing the Riddler, it doesn't have to be campy.

I watched Batman after seeing Begins and I thought Nicholson's Joker was lame, worse the Cesar Romero , now....

I forgot to mention that, but people saying that Mr. Reese might be the Riddler is absured
not anymore absurd than saying absured.
seriously, I think in the comics Two-face is scarred by a mob guy throwing acid on him in court. Edward Nygma is a pretty campy name.
