Haven't seen any chatter about this show, but my wife and have watched both episodes so far and they really are pretty funny. Donny is a complete moron but he pulls it off still being funny.
Bonus it featured Christie Brinkly on episode 2, and damn at 61 years old she is absolutely smoking

Is it a "reality" show about Donny Deutsch's life? Or is it an actual TV show where he plays a character?

No it's not a reality show. Although I have never heard of Donny until this show came out, but I guess some of it is an exaggerated version of some of his life. I did read that he owns a 5 story property, and his house in the show is like 5 stories as well.
