You get a Flag! You get a Flag! (Targetting)

Are they just calling this more often, or are players getting more careless with the way they tackle? It seems like every game I have watched today has had targetting fouls, whether correct or not.

ETA: After I type this, refs rule there was no targetting on a play in the UCLA/Stanford game. UCLA player clearly led with his head and made contact with the stanford player's facemask, but because he was a runner (questionable), it was not ruled targetting.
