Why do the riders litter in the Tour de France ?

I'm watching the cyclelists ride on a mountain. It seems like every single one of them toss their water bottles into the grass or somewhere on the side of the road. Some of them end up in pretty tall grass or go rolling down the mountain or hill. What gives?

Most of the bottles get picked up by fans, and some are now biodegradable, so there.

There were no fans to be seen on these particular passages in the mountains. As far as biodegradable is concerned, then we should not get on people who throw paper trash out of their car windows? So there.

There are designated areas to throw away items

This then makes the clean up(which happens after every stage) a lot quicker and more efficient

What are they supposed to have like plastic grocery sacks on their seats and they can reach down and throw cups in there.. I'm sure volunteers or employees with the city or the TDF are out there on litter control
