Knuckle ballers don't count.

Paul Byrd retired right? So who is it?

The Astros Dallas Keuchel throws his fastball between 85-90.

Shaun Marcum comes to mind. There's probably a LOOGY somewhere that throws softer.

Arroyo typically throws the slowest pitches outside of Dickey. Sure his fastball isn't the slowest, but he throws some curves in there that are in the 60's.

Francis from Colorado is constantly referred to as a "soft-throwing" pitcher, not sure of his actual speeds tho.

Didn't Ollie magically get his velocity back after he left the Mets? When he was good, he could throw mid 90s.

As an A's fan, I can definitely say that Milone is a big time soft thrower. Total smoke and mirrors pitcher too. Thrives on a big pitcher's park and a good defense behind him.
