What's the deal with Philly franchises pawning off damaged goods?

I saw that the Eagles are giving the Saints their draft pick back after the long snapper had an enlarged heart. Happened with the Jrue Holliday trade to the Pels as well with his chronic issues
Are teams just dumb enough to not do their homework on these guys or are the Philly teams just scumbags? Or combo of both?
