Yeah, this isn't a requirement for the Tier 1 teams.
But in order for Penn State to have a shot at the playoff with two loses, they needed to do what....

Michigan is NOT in the conversation. They had an off week as the teams ahead of them won. They are OUT and any time spent talking about them is wasted

There are no "requirements" but it's one of the four major factors the committee looks at along with SOS, Head to Head, and common opponents. They're all used as "tie-breakers" when evaluating similar teams.
