idk why they do the timing they way they do

the purest tim is like they do at the olympics. they say start, and you go, and later finish.

It makes sense in an NFl setting too.

There is only 1 player that gets to decide when the play starts, every other player must react to the cadence. Let them start their 40 reacting to a starting gun, or something along those lines.

They should have the players start from their normal position (receivers standing up, etc.).

not a terrible idea either

there are a lot better ways to do this.

Even if you are just measuring speed. Starting at when the arm moves is a weird system .
