Can you place wagers on college regional play in Vegas? If so which casinos?

Yes. A lot of the usual suspect sports books in Nevada offer regional futures (odds to win regional) and then offer Money Lines on select games.
They will be out the Wednesday/Thursday before the regional starts.

When I lived there I never saw any book offer them but that was 5 years ago
