Random CFB trivia question about penalties

Over the last 9 seasons, one team has never finished worse than #2 nationally in least number of penalties committed per game.
2015 - #1 (3.1 ppg)
2014 - #1 (2.5 ppg)
2013 - #1 (2.8 ppg)
2012 - #2 (3.4 ppg, #1 had 3.3)
2011 - #1 (2.5 ppg, #2 had 3.3)
2010 - #1 (3.2 ppg)
2009 - #1 (3.5 ppg)
2008 - #2 (2.9 ppg)
2007 - #1 (3.8 ppg)

I figured it was one of the military academies. They are always way down the list on penalties.

Yeah Air Force and Army are usually in the top 10 as well. Northwestern, Vandy, Duke and Iowa as well.
