Maybe I shouldn't have used the word "likely", but it's the same judgment that they use for pass interference. If the ball was catchable without the illegal hit, it should be a spot foul.

Saying the ball was catchable and the receiver would have caught the ball had he not been hit are very different. Why would the NCAA give a spot foul for this and not pass interference, it’s the same thing.

They should do it for both; they also shouldn't call PI as tight as they do now.
