What would be the consequences, assuming that the team wouldn't trade said player like Manning.

They sit out a year then enter the following draft I believe.

Bo Jackson did that after the Bucs drafted him #1 overall.
Of course that was over 30 years ago so it's possible rules have changed

Depends on the league.

Rookies have until week 10 I believe to sign a contract. After week 10 he won't be able to play that season and the drafting team retains his rights until the end of the league year. After that the player can reenter the draft. There was talk about this with Joey Bosa last year

Then Al Davis picked him in the 7th round the following year (1987).

While not every year, this kind of stuff has been happening for decades. People often forget about jim kelly not wanting to play for the bills "or any other cold climate team" so when they drafted him he didnt play for 2 yrs

He played... Just not in the NFL

Would the team that drafted a player that refused to sign get an extra pick in the next draft, or they just would waste that pick? I know MLB gives the team a similar pick in the next draft, but not sure about other leagues.

Happened with Brady Aiken a few years ago in the MLB Draft. He went back and played JUCO and was drafted in the first round the next year. The Astros (team that intially drafted him) received a compensatory pick the next year.

I can't imagine what kind of heat Elway would get if he did that in this era

I think they get a compensatory pick.

I don't know if the rule still exists (since there isn't a separate league) and I don't remember whether it was an NFL rule passed specifically for the USFL, but back during that time period the teams that drafted those players DID retain their rights as long as the reason they weren't playing for the team that drafted them was because they were playing for the other/another league.
So, yes, Jim Kelly *did* play for the team that drafted him, just 2 years later. Because they retained his rights.

The internet and media is a different beast today. But it would blow over like everything else.

it will never happen, but they should be forced to play for the team that drafted them or never play at all.
entering the draft is by its nature offering yourself up for a lottery system hoping to get lucky. no one is forced to enter the draft, they can simply make themselves eligible as UDFA after the draft and be awarded contracts in accordance with being basically an 8th round draft pick just like all the players in the draft who didn't get drafted.
if a player wants to pick the team they want to play for then by all means do it, but your not getting a multi million dollar signing bonus and 1st round draft contract money if you do that.
so that is how it "should" work but in todays world of overindulged premadonna athletes who knows
