He's being sued by the SEC to return the money he made from that insider tip, but he isn't being prosecuted for insider trading.

Phil is one of the biggest gamblers on the Tour. He's well known for high stakes gambling on the practice rounds the Wed or Thur before a tourney starts. To the extent he's known to really push some of the Tour's younger players to put their money up. How this relates to an insider trading can be argued, but the "greedy" comment fits both stories.
