Yeah, I have always assumed that was to make sure there were enough players on the LOS vs. too many men in the backfield. Never thought about it being part of the "covered up" penalty.

I thought that comment might be stupid, me assuming a coach would never create a play with and illegal formation, or at least sending an illegal player downfield. Thought that penalty would solely be on the player forgetting to make himself eligible.
