My gosh. Yall are getting two separate things confused. Run off is time taken off the clock where you can't do anything about it. The clock starts after a penalty on the refs signal. That's not a run off.

He knows the rule. The clock starts on refs signal. A run off is time running off the clock where u can't snap the ball.

Pretty sure the clock was going to restart because of ridiculously stupid rules. If I'm not mistaken, the clock restarts following penalties during the play. I think this situation was an oversight from those years where they made all the rules to speed up the game, like the clock starting after changes of possession. Except no one bothered to fix this one.
