NBA: Full Timeout Moves Ball to Half Court Rule

When did the NBA implement the rule where a full timeout moves the ball to half court? I know it was made to make for more exciting games, but I hate how a team can get bailed out by just having a timeout. It removes some strategy to the end of a game IMO.

It is purely for entertainment value, which it succeeds at. However, the logic behind it is assbackwards retarded

It is strategy , it makes the defense come up with a way to stop the offense after it had a short break and a unearned advancement of the ball up the court... Now what is the reason behind it I have no clue

It def makes no sense but I can't understand why someone wouldn't love the excitement it creates.
