Why is it so hard to actually be silent during a moment of silence, and to to uncover and (again) remain silent or sing during the presentation of the National Anthem.

I understand and respect "Freedom of Speech", but it seems that someone could exercise "Freedom of Silence" for the minute that it takes to play the Anthem to respect the symbol of what gives them that very freedom.
