Le Triomphe has the best practice facility around. Oakbourne has a terrible driving range and you has to cross a parking lot to get to the chipping green. I prefer the service at Oakbourne and the course at Le Triomphe.
The best public course in Lafayette is the Wetlands and the best Semi private course is The Farm. Squirrel Run is turning in to a pile of dog turds.

I believe the weekend rates are $35 with cart. Not sure. But it's right around that. I have no idea what their twilight fees and weekday fees are since I have never played during those times.
