the ufc doesn't "administer" it is wada or usada.

but he didn't and you shouldn't have expected him to be clean given his track record. i knew eventually he was going to get popped again.
personally i dont like jones, i think he should have never fought again after his hit and run accident, but i cant change that. i cant change that he did use peds.

Where as, during fight test, the Fighting commission controls said test with no say from UFC.

I am not sure about the second sentence, I would assume you are correct on that point; I would hope it is that way. The punishment would come from the athletic commission plus whatever else the ufc can do as extra.

The issue is fairness and competitiveness before you even consider whether steroids on its own should be banned for another reason.
Any sport in which competitors are playing on an uneven playing field is flawed. Suggesting that steroids shouldn't be banned is different than what this is. What we are seeing here is one guy being on steroids while the other is not.
