actually, most of the top teams have returning starters at QB

Quantify this please. Top teams at the beginning of the year, or top teams now?

Teams that lost starting QB's or have new starters or were splitting time w/ 2 QB's last year.

Bama
UGA
LSU
ND
Ohio St.
Wisconsin
Clemson
Nebraska
Texas A&M
OU (Knight only started in the last half of the year)

also...

Minnesota
NC St.
Virginia
Texas
Utah St. (Chuckie's back)
UNC
Indiana
Missouri
Florida
Louisville
UTEP
Boise St.
Cincy
Northwestern
Utah
Washington
Fresno St.
PITT
Arkansas St.
Illinois
UCONN
ULM
C. Michigan
App St.
Tennessee
Iowa St.
UNLV
Georgia Tech
Boston College
Miami
Arizona
UCF
Kentucky
Memphis
SMU
Virginia Tech
S. Florida
Vandy
Georgia St.
UTSA
LA Tech
Kansas
Ohio
Ball St.
Troy
Tulane
Air Force
Miami (OH)
San Jose St.
Wake Forest
N. Illinois
S. Alabama
Wyoming
N. Texas
MTSU
Hawaii
UAB
FIU
NMST

All of those schools are breaking in new QB's. It can be a double edged sword. Defenses won't have much to go off to prepare for you, yet your QB doesn't have a ton of experience and is learning on the fly.

This is a product of the spread offense. The spread offense has literally changed the game forever. Way more parity in the game of football.
