IOC to both would be my guess due to the amount of countries they deal with

Well a lot of corruption in FIFA is actually corruption in the Confederations. I don't know how the IOC is structured, but FIFA is probably a smaller organization. The International Football Association Board, the Confederations, the member states, typically have competing interests, which probably keeps it more honest than we are led to believe.
