I think this has been answered but just to make sure. The move you are talking about would always be a balk. If a runner is only on first the only place a rhp can go once he picks up his front leg is to the plate. A good little teaching point that I learned in high school is something our coach called a balk move to first. Right before you jump pick the runner, give a very slight bend to your front knee. Two man crews can almost never pick this up and if the timing is right it won't be called. Just don't use it every time you pick off, because eventually the other coach will have the umpires looking for it.

I was just about to post about the balk move we were taught in college ball. Its a little different than the one you said. Runners are generally keying off the front foot, and in most cases the heel. Your son should work on a variation of his quickest move to first. The only difference is he quickly picks up his heel before making his move to first. It has to be in one swift motion with his move to first. Even college umpires never called this

that's a good move that he's been working on: quick jump-pivot. he was taught that he had to make a throw to first on this move, though, so it better be a good throw.

btw, his 9U-AAA Tigers Team won first place in their most competitive tournament of the season featuring 16 of the strongest teams in the area this weekend here in Dallas
very proud of their efforts...sunday play started at 8am and finished at 10:30pm! that's a lot of baseball for 8-9 year olds. even turned a triple play when down by 6 in the first game of the day before my boy got his teammates started with a deep double to left in a 9-run comeback inning.
i didn't even mind that the cowboys blew the biggest lead in the history of the franchise

The move is not a balk. If he is making a play on the runner it is not a balk. I am an umpire and had this same exact play happen to me and in which I initially called it a balk, but was later told I was wrong by my umpire in chief!

It is definitely 100% a balk, once a right hander picks up his front foot with a runner only on first, he must go to the plate

Your boss is wrong, or you aren't getting a grasp on what he was asking. If it wasn't a balk no one would teach a slide step, because you could just inside move to second every time a runner took off from first.

The only time a pitcher can lift his front foot up off the ground, and still go to first is a left handed pitcher. Once a RHP picks his foot up, it's to the plate or balk.
