Horse Care Question For Aspy

Driving be the Dixon's place this morning I noticed one of their horse had a hood on it's head, covering it's eyes completely. What is the purpose of this? Some type of treatment?

At certain times of the year gnats will bother horses eyes and it can cause an infection. The hoods do allow the horses to see out, but the gnats can not get at the eyes.
