Make it a foul. Hockey has a rule for "embellishment". Even if its a legit penalty, the flopper goes to the penalty box as well. Soccer is supposed to give yellow cards for flopping under the regulation against cynical play, but I've never seen it actually called.
Don't go with fines, make it a foul. A technical for flopping would be a great attempt.
Fines should also enjoy in terms of missed time IMO, whether it starts by missing a quarter, then going to a game or multiple games or however.
On a separate note, I still fail to see how flopping is so much different than a baseball or football player trapping a ball and coming up pretending that he caught it.

Easy solution:
Anytime a player is called for a foul, and he believes that he is the victim of a phantom foul that includes a flop, he may indicate this to the head official and issue a player's challenge. The officials will review the play in question and determine whether or not there is a flop. If so, the flopper is ejected, and the flopper's team is assessed a technical foul for unsportsmanlike conduct. If not, then the player who issued the challenge is ejected, and his team is assessed a delay of game technical.
A player cannot challenge if the foul is his sixth.

I've seen a couple called in BPL. Pretty sure Suarez was called for one this season.

1st - 25k
2nd - 50k (one game suspension)
3rd - 100k (3 game suspension)
4th - 250k (year long suspension)
5th - lifetime ban.

An undersung factor in all this is that flopping makes the officials look stupid, and the officials know this, and it's really easy for an official or group of officials to exact hidden revenge on a player or team who has thrown him under the bus.
So Chris Paul flopped, and everybody hates me? I hope the Clippers enjoy the three-second call and illegal defense technical I'm going to call on them with three minutes left in the fourth quarter.
