When the ref made the call, he said it wasn't a run off situation. I don't know why, but an announcement was made.

In the NFL it runs but if it's declined it stops. That's what I just read. Sounds weird.

I thought by "run off" he meant a ten second deduction. But I guess that makes more sense.
