What does it mean when this is posted on a new construction house that is 90% complete?

"prop being built, stopped sale in litigation due to divorce."

this is a sweet house/property, how can I get dibs without getting any realtors involved to jack up the price?

If it is tied up in a divorce you will have to be patient. It could be a while.
