Need advice on what kind of loan I should apply for.

Quick background 700 credit score and own my home. A few months ago I got a home equity loan for 25k to remodel my home. I thought that would be plenty but it looks like it wont be enough. I'm going to need another 25k to finish due to unforeseen circumstances. I've only had the first loan for 3 months. Should I refinance with a mortgage big enough to pay the existing loan (has prepayment penalties) and receive the money in cash or does anyone know of a better option for me?

i would cash out my first mortgage and pay off the existing heloc and get the cash you need to finish repairs.
