Both of those countries have benefits and drawbacks to doing business there. You can make money in both places but you will not have the best in any one place in those countries. It depends on what business you are doing since Costa Rica has a lean towards communistic worker benefits. It can trip you up, like giving a month of work pay if you fire them or they quit. It can be costly.
