No one is gonna take the job if they don't get paid. Same reason bankruptcy advisory firms get paid first.

Hopefully the 38 mil is getting geared up to start distributing the money. A lot of money up front but after everything is laid out then things roll smoothly.

So there are 2 recovery buckets? One from the DOJ and one from Picard?
