Least Hassle Loan?

With the current banking/ lending environment, what is the least hassle for getting a $30,000 loan for a "project"(not business).
Loan against 401k?
Loan against home equity?
Can I walk in a bank these days and get that kind of loan with my credit and good looks?
I can afford a 3-5yr note but will want the option to pay off quickly.
Help direct me to the best place to go for this...
