What is the best online site at cheapest trade rates?

Cheapest: Robinhood, but that's an app with no website

Best: TD Ameritrade or maybe Interactive Brokers

I've said it a few times on here - you get what you pay for with brokerages. TDA offers lots of info and multiple trading platforms to its clients, but trade fees are $10 one way. Robinhood has free trades, but have fun with potential issues like spotty trade execution, delayed quotes, and so on.

Ei use scottrade and it is $7 trades and I have never had a problem with a trade and I have been there 5 years

That may be what OP is looking for, but that depends on OP's situation. How big is the tax refund? Does the OP have any other funds currently available to invest now? What do you want to invest in, and how many different positions do you want to have? Are you going to add more money to the account?
