I'm assuming that the name of the company is "Economy Bailout". What that has to do with carpet cleaning I have no idea. This is in a rural area of Georgia where a large percentage of the population depends on government money so I think that has something to do with the name but I don't get it fully either. But I do find it to be pretty funny.

Seemed to me, the guy was just offering a special on carpet cleaning as his own version of an "economy bailout."
May have been worded a bit oddly, but nothing more really to me.
