Commission structure for professional service firm for non-partners/owners?

What is a reasonable % to pay non-partners/owners for growing an existing client and then for bringing in new business that they manage directly?
15% for new business
5-10% for growing existing business?
15% for new business

At our CPA firm it's 10 percent of first year collections for any new business, which includes a new line of business for a current client. We also give the bonus if it's not necessairly a new line, but a dramatic expansion in the work we are doing (for example, moving a client from a review to an audit)
