It only tracks the 7 stocks and does so equally.

It rebalances quarterly and isn’t obligated to only hold those 7 by prospectus. It has a .29% expense ratio to follow 7 stocks that can easily bought on your own. It also trades at a premium on a regular basis, which can be frustrating from a tracking standpoint.
All in all, seems like it’s solving a problem that doesn’t really exist.
