Because the nation formerly known as Zaire now prefers to be called the Democratic Repubic of the Congo. Canada, being a civilized nation, respects this name change and has no reason to be on the phone with "Zaire" which would be extremely inappropriate given the political tensions surrounding the name since the end of the First Congo War in the late 90's. Zaire was run by a violent dictatorship and has since been replaced with a slightly more stable government, although it is still prone to periods of unrest.
